There was never 9.4 Oracle database version; which one do you really use?

Apex 3.x requires 9.2.0.3 or higher database version.
Apex 4.x requires 10.2.0.3 or higher database version.

Everything you need to know is described in Installation Guide books.

3.2 is the only one between your 3.1 and 4.0.

Once again - read Installation Guides.

How else can you expect to successfully install Apex on your system? It is not a simple "Next - next" clicking.

You could try, but - as far as Oracle software is concerned - you might get into trouble when it wouldn't work and you wouldn't be able to uninstall it properly (so that you could start over).
